Background & Purpose

School districts across the United States face a severe teacher shortage, resulting in a growing reliance on long-term substitutes and emergency-certified teachers (Roberts & Singleton, 2023). In Pennsylvania alone, emergency certifications increased by 187.53% from 2012–2013 to 2022–2023 (Fitterer, 2024).

Many of these substitute teachers enter classrooms with limited preparation, creating challenges in behavior management, communication, instructional continuity, and professional responsibilities. This curriculum is designed to support substitutes working in grades 6–8 by focusing on three essential areas:
